ABSTRACT

Having employees with high innovative work behavior (IWB) is one option for an organization to innovate in order to adapt to rapid changes and maintain its performance. This article builds on previous research on how internal and organizational factors affect IWB and finds solutions to enhance IWB, especially in public service organizations. We propose servant leadership, a leadership style that promotes the well-being of employees, and learning goal orientation (LGO). We also propose the promotion of psychological capital (PsyCap) as a psychological resource to manage IWB. Using CFA to test the measurement model and SEM to test the structural model, we found that external factors only influence IWB indirectly. Both internal and organizational factors draw from employees’ psychological resources to generate IWB. While servant leadership builds a safe environment and LGO provides engagement, PsyCap helps employees to take a proactive role in innovation.
