ABSTRACT

Land acquisition is one of the biggest challenges of infrastructure developments in Indonesia. Land constraints can result in delays in the development and acquisition of project funding. This study aims to identify the critical success factors of land acquisition of an infrastructure project from the perspective of the PJPK, Business Entity, and other stakeholders with a case study on the construction of the Central Java Power Plant (2 x 1000 MW). The study used qualitative research methods through semi-structured interviews and triangulation. Results show that there are 5 (five) main factors for land acquisition success, namely, Coordination and Commitment, The existence of the Land Law, Intensive Communication, The existence of Special Work Team, and Improved Regulations and Relevant Policies.
