      ABSTRACT

      The article presents an approach to design of regional segments of energy resources control systems using the example of public sector facilities. The basic techniques for determining the specific energy consumption rates and principles for monitoring their implementation at the organizational and technical level presented using the developed system for managing energy resources in the public sector facilities of the Belgorod region. Analysis of energy consumption by state institutions shows that the potential energy savings of about 25-35% of the cost of energy resources can be achieved through the introduction of intelligent mechanisms to predict energy consumption rates (energy consumption limits) and operational control of their performance. The article focuses on building a unified digital platform Smart City in the context of housing and public utilities based on the developed energy resources management system of the Belgorod Region.
