ABSTRACT
The tool consists of several steps that can help in establishing property centres. This recommendation is based on municipalities in Denmark, which have been through a process of going from de-central to central property management. As one of the new managers of a property centre, practitioners need to motivate their staff, and they will be in a more favourable position if they know the challenges that others have experienced when they were in a similar situation. If practitioners are involved in establishing a new, central property centre, then this tool is for them and their management colleagues when they discuss goals, frames and procedure in a helicopter perspective. There may be a need to elaborate on practitioners’ plan and specify in more detail how they will implement a strategic decision on establishing a central property centre and at the same time succeed in getting a good start on the operation of the new centre.
