Awareness of the situation and improvement potential should support decisions on which initiatives should be taken in-house and which should be taken in collaboration with external service providers specialising in energy efficiency. The method consists of a maturity model for how a municipal Facilities Management (FM) organisation can be assessed and improved in terms of energy-efficient FM. It shows that external competences and collaboration with private partners can contribute to energy efficiency and other performance criteria. The method provides a tool to assess the internal capabilities and to analyse advantages and disadvantages between different solutions and levels of ambition. Every step on the maturity staircase represents a phase with an increasing value of energy efficiency. The head of FM, the project manager and the team leader are central and need to provide information from the daily operation. The method was developed in relation to municipal FM organisations, but it can be used by other FM organisations.
