ABSTRACT

Task execution in a modern enterprise typically requires an ever-increasing involvement of auxiliary functions and streamlining these can be a prerequisite for the company to deliver products at a competitive level. Collaboration with external providers becomes of increasing importance. Based on the policy efforts to increase collaboration between public Facilities Management (FM) clients and private providers, tender models have been prepared in accordance with the applicable procurement rules. The chapter aims to distinguish between five main forms of collaboration between public clients and providers. The five main forms are as follows: classical invitation to tender; service or operational partnerships; public-private company; design-build-operate; and public-private partnership. Agreement on common objectives for collaboration and task solution is included for optimisation of process and competence. The common objective of the operating assignment is based on the requirements specification with subsequent mutual clarification and clarification of expectations for operating results.
