ABSTRACT

This chapter presents an analysis of the organisation seen from a Facilities Management (FM) point of view of the different types of ownership for multi-storey housing. FM in housing is different from FM in, for example, offices, production plants and private businesses. In social housing, the residents are tenants who rent a dwelling in a social housing department, which is an independent organisational and economic unit. To promote environmental building operation one needs to be aware of the different types of ownership, because it provides different frame conditions with regard to who can influence and has decision competences for everything from defining goals and initiating renovation projects to taking initiatives aimed at changing behaviour. Strategic decisions are solely made collectively at annual assembly meetings by all active residents. In general, in relation to FM social housing associations can be said to be purely demand driven.
