ABSTRACT

The transformation rates of higher-education institutions’ scientific and technological achievements are a significant issue calling for attention as China implements an innovation-driven development strategy. The establishment of an intellectual property management system for HEIs will not only help to raise the standard of knowledge management in the nation, but also improve the ability of HEIs to transform their scientific and technological achievements. Empirical evidence shows that the organizing systems for intellectual property management in HEIs have room for further optimization, and that it is necessary to strengthen transformation and to further enhance the mechanism for total-process intellectual property management.
