ABSTRACT
Air Traffic Control (ATC) makes a good subject for cognitive re-engineering. It has developed in response to mechanical and electronic constraints which no longer apply. The traditional response to increased workload, sub-division of sectors, has reached a point of diminishing returns. This paper sketches an overall cognitively based re-design, described in more detail elsewhere and considers the potential constraints on the process.
