ABSTRACT

This chapter focuses on more complex projects, i.e., those which include multiple interventions, multiple objectives, technical assistance and significant financial resources for project operations and, perhaps, commodities and construction. Project scope may be limited to research, or it may involve a single intervention with or without supporting research. Projects have been designed with minimal discussion with the herders themselves, and with little effort to review prior studies and experiences which would be appropriate to the problem at hand. Project designers usually have some latitude with respect to project scope. If a project is mainly focused on implementation, there is a question whether there should be a research component. The requirements for successful management of livestock projects in Africa are essentially the same as those of any other project. Livestock and, especially, range management interventions are slow to implement and even slower to bring about obvious benefits.
