ABSTRACT
The eastern areas of Russia are experiencing series of development projects that are complicated by geotechnical and seismic conditions marked by the combined effect of permafrost and high seismic activity. Despite the experience gained designing buildings for operation in these areas, more surveys are needed in order to explore the conditions for trouble-free performance and operation of the buildings with account of the effect in question, as well as concrete design recommendations.
