Upon completing this chapter, you should be able to use the experiences associated with a current environmental policy challenge to achieve the following:
Describe some of the ethical challenges associated with occupational and environmental policy development for toxins, including the difficulty in reaching consensus for health-protective standards when faced with scientific uncertainty.
Be aware of the difficult task and the challenge of minimizing the biases of the diverse participants attempting to develop federal policy for toxins.
Explain the difference between a threshold toxin and a non-threshold toxin and the relevance of this distinction to the policy development process.
Understand how structured communication could be used to facilitate communication between diverse stakeholders to improve the federal policy-development process and to improve consensus.
