ABSTRACT

The international dissemination and comparison of monitoring and evaluation (M&E) data is also a major objective of World Overview of Conservation Approaches and Technologies. It emphasizes the documentation, monitoring, evaluation and dissemination of soil and water conservation (SWC) experiences that have potential value in other situations, and it supplies a format for M&E that SWC initiatives can draw on. “The overriding advantage of institutionally embedded M&E is to have a permanent, stable and uncontested M&E system in place, which serves all stakeholders, has more scope for coordination with other organizations and can be improved over time. Cultural, ecological and political boundaries criss-cross and no scale has any unambiguous claim to superiority as more appropriate for M&E focus. M&E has a responsibility to identify how much of change is actually attributable to the activities as outcomes. The contribution of activities’ outcomes may be less or more than intended.
