ABSTRACT

Pavement performance is evaluated by various performance measures: cracking, rutting, roughness, load bearing capacity, etc. Typically, maintenance and rehabilitation treatments for pavement sections are selected from multiple candidates for the purpose of maintaining or restoring given performance measures. The selection of feasible maintenance and rehabilitation alternatives can be based on a combination of engineering judgement, local experience and agency policies etc. These decisions are commonly incorporated into pavement asset management using decision trees or other systems such as benefit cost ratio or optimizations. However, a given maintenance or a rehabilitation treatment may not improve all performance measures and the deterioration of the performance measures varies; for example, cracking compared to roughness. This paper proposes an optimal maintenance model as empirical decision making model considering multiple performance measures’ deterioration and multiple maintenance and rehabilitation alternatives.
