ABSTRACT

This paper presents the main finding of a workshop conducted by the Inter-American Development Bank to discuss asset management principles, compare the practice in the region with the international best practices, and identify challenges and opportunities for the application of asset management in the region. The workshop concluded that road asset management involves a more holistic approach than traditional approaches and it is most successful when there is a champion of the highest management level, an environment that generates the right incentives, and access to public funding depends on the levels of service agreed upon based on the application of this approach. The paper also identifies opportunities to work on this issue in the region and provides recommendations for achieving auspicious results. Although the study focuses on the Latin-American and the Caribbean region, the conclusions and recommendations are generally also applicable to other regions.
