Local municipalities in the Hokuriku region have few staff, and they generate little revenue. It is also necessary to maintain several road bridges. In addition, some reinforced concrete bridges with chloride attack, alkali silica reaction (ASR), and their composite deteriorations exist. Based on such background, target of our research project is the construction of a reasonable maintenance system for a road bridge with chloride attack and ASR. This paper reports on the approach of this government–academia collaboration. After surveying the actual deterioration, we identified the needs necessary to maintain the road bridge for 35 municipalities. First, faculty members visited a public office, and surveys in the form of interviews for a technical staff. Next, a suitable system and procedure for maintenance were designed. In particular a technological exhibition concerning maintenance was opened in our region. Moreover, maintenance procedure was decided by considering the importance and type of bridge.
