ABSTRACT

The decrease in air-quality caused by stable weather during the heating season in south-central Hebei Province, brings a series of economic and social risks, such as an increase in the management of the atmospheric environment and a decrease of productivity and income. Based on the observational data from meteorological stations and ERA-Interim reanalysis data, the stable weather characteristics, which were divided into vertical and horizontal atmospheric movements, influence factors such as temperature inversion characteristics of the lower atmosphere and surface wind, in the heating season (November to March) in Hebei from 1981 to 2016. The results showed that an increase of frequency and intensity of the convergence of surface winds exacerbates the accumulation of pollutants in the horizontal direction, while an increase in the number of days, thickness and intensity of ground inversion limit the diffusion of pollutants in the vertical direction, which were unfavorable to the elimination of pollutants. Considering the weakness of the winter monsoon in the future, while the long-term likelihood of air pollution is influenced by stable weather, this paper analyzes the risk of exposure and vulnerability of humans and proposes corresponding protective measures and prevention suggestions.
