China’s regional extreme weather and climate events are diverse and frequent. With the rapid development of the social economy, the vulnerability and exposure of meteorological disaster-bearing bodies have increased significantly, and the losses caused by meteorological disasters have also increased. This article analyzes the basic characteristics and development trends of regional extreme events such as drought, heavy precipitation, high temperatures and low temperatures in China. From the perspective of meteorological disaster risk management, studies related to Hebei and Hubei are used for in-depth analysis and the problems existing in meteorological disaster risk management system and mechanism are summarized. Based on the interrelationship between adaptive measures and meteorological disaster risks, this article proposes countermeasures for key components such as composite main body, stratified operation, classification implementation, and comprehensive support. This research work provides a very good reference for not only the overall framework and implementation mechanism of meteorological disaster risk management, but also for improving and perfecting the meteorological disaster risk management system and capability system and improving the meteorological disaster prevention capabilities.
