In this study, the relationship between the risks of overseas high-speed rail projects was investigated and analyzed using the social network analysis method. The relevant literature and overseas high-speed rail case data were summarized and identified, and 18 risk factors of overseas high-speed rail projects were identified. The Delphi method was used to analyze the relationship between risk factors and build a risk network. The representative indicators in the social network analysis were selected for calculation, and the calculation results were analyzed in combination with the characteristics of overseas high-speed rail projects. Finally, a risk classification based on social network analysis and the corresponding risk strategy are proposed according to the characteristics of each category of risk. This research can reveal the structural relationship and influence mechanism between risk factors of overseas high-speed rail projects and it has certain reference value.
