ABSTRACT

In Paris attacks, three teams of attackers carried out a coordinated series of suicide bombings and mass shootings as diversionary attacks designed to distract the attention of the security commander, causing them to take a longer time to respond. These diversionary attacks in turn led to a greater number of casualties at the primary target, producing what is now known as the Bataclan theatre massacre. The proposed model determines the allocation of security forces for eight attacked targets in the Paris terror attacks. Two games are constructed, representing the two stages needed for the rapid deployment of security forces. One is an initial hidden-object game which is designed to determine the threat value (i.e., TV) during one attack event. Another is the security force deployment game which mobilizes the limited security forces to lay siege to the terrorist.
