ABSTRACT

To strengthen the measurement of primary health care (PHC) to drive change, the World Health Organization (WHO) Regional Office for the Eastern Mediterranean Region (EMRO) embarked on a process to identify and test a core set of indicators to improve the quality of health-care delivery through better measurement to drive improvement. The process included a strategic series of activities including literature review, expert input, pilot testing, regional conferences for sharing information, and iteration of a set of core measures.
