ABSTRACT
The initial business meeting was called to order by Dr. W.R. Childers, Chairman of the Continuing Committee, immediately following the Opening Ceremony. Dr. Childers announced that the rules of procedure as outlined in the International Grassland Congress Constitution published in the Proceedings of the XIII International Grassland Congress would be followed. Since no amendments to the Constitution had been received for presentation to the Congress, he announced that there would be no designation of voting delegates for individual countries. For adopting resolutions and recommendations, full members of the Congress were entitled to one vote by the showing of hands.
