ABSTRACT

This chapter uses the book theme of construction industry development to construct appropriate lenses to review and reflect on the current state of the South African construction industry (SACI), its importance and its future outlook. It covers the topics such as aims and objectives of construction industry development in South Africa, main programmes of construction industry development, achievements and strengths of development efforts, problems and challenges of industry development effort, and plans and future programmes and initiatives. The strategic aim of a construction industry policy, as articulated by all stakeholders from the conception phase of the SACI policy, was to establish an enabling environment in which the objectives of reconstruction, development and growth are realised in the industry. The CIDB recommends that specific consideration should be given to capacity-building services to emerging contractors that could include providing access to subsidised services to improve the skills needed for cross-border activities.
