Jan. 6: Reportedly, the Reagan Administration has joined an effort in Congress to reverse a Supreme Court decision in the Grove City College case. The Administration has proposed new language to be included in a civil rights bill that would allow federal funds to be withheld from educational institutions with discriminatory programs whether they were government financed or not. The bill is in response to the court’s ruling that federal funding could be withheld only from specific programs guilty of discrimination within such institutions and not the entire institution itself. However, civil rights critics oppose the language charging that it applies only to educational institutions and does not specify all institutions receiving federal funds.
