ABSTRACT

This chapter focuses on US export control regulations relating to unmanned aircraft systems (UAS), components of UAS, launch systems, payloads, and related equipment. Surprisingly to some, the rules cover releases of certain information to non-U.S. persons completely inside the United States. The regulations also apply to US person activities worldwide, such as when a US citizen travels to another country. US export controls require specific US government export licenses for many exports of commercial and virtually all military UASs and certain vehicle control software. Software can be controlled for export on its own or while integrated with a physical product. Software that contains encryption functionality, as so much does these days, is subject to export control. While the United States has certain US-only, unilateral export controls, many of the items controlled for export from the United States are also controlled for export by the allies and by other countries.
