ABSTRACT

The research was carried out to find explanations and solutions for the situation in the field of architectural heritage in coastal areas in Latvia, where specialists and society face various obstacles in the maintenance and management of heritage objects, bureaucracy in legislative requirements, inability to attract funding for the development of heritage objects. An alarming trend is the increase in the number of abandoned heritage objects, particularly for industrial heritage. The study concludes that there is the lack of awareness at all levels of society about the value and potential of the architecture heritage in the economy, the bulk of bureaucratic processes, the high level of corruption in the country, the unstable tax policy that contributed to poverty, hopelessness, dramatic outflow of people away from the state. The research suggests to increase the responsibility and financial contribution of the state and municipalities, care for the public education, ensuring the availability of theoretical and practical knowledge.
