ABSTRACT

The Terzo Valico dei Giovi (TVG) is a new High Speed/High Capacity railway infrastructure, aiming at developing a significant modal split of freight transport from road to train. The new railway, part of the Rhine-Alps corridor, connects the ports of Genoa with the existing national rail network. It is mainly developed in deep tunnels long more than 27 km (Valico tunnel).

The TVG, has been entrusted in 1992, and to date it is still under construction. Such a long-time frame makes the natural mutations of the external context generate unavoidable impacts in the realization. Furthermore, the assignment is “turn key” to a General Contractor, the first case in Italy, with the Client in the role of both High Supervision and of the Works Management, roles exercised through the Italferr Company. This article describes the features and the critical aspects inherent in the contractual management of a long-duration contract as TVG with a mid-term evaluation about management model adopted for long-term projects.
