ABSTRACT

More than 200 km of new metro lines are planned in the Paris region in the Grand Paris Express scheme. The overall cost of this project is up to 30 billion €. Costs of this level need a rigorous design philosophy and a fair risk sharing procurement procedure. The authors of this article are involved in different roles on different stretches of the project, as design and site engineers, and as contractor’s advisors and providers. This global view has allowed the identification of strengths and weaknesses of the procurement procedure adopted for the project. In this article the procedure for risk management and sharing is exposed at the design and procurement stage, and its strengths and weaknesses are outlined.
