ABSTRACT

The fact that Regional House of Representatives (DPRD) is still dominated by men leads to the effort of inclusion of women into the legislature to create a balance of the role of women in the public sphere; in Law No. 8 of 2011, which regulates the quota of women‘s involvement in the political world to be 30%, especially to sit in parliament, mentioned at least 30% women‘s representation on the management of political parties as one of the requirements of political parties to be able to become an election participant. In Jambi, DPRD only has 8 female members of parliament, or less than 15% (Author, 2018). This greatly affects the balance of gender roles in the oversight process of regional development. By using qualitative research methods with the intention of finding out the factors that cause the aberrations, especially women‘s involvement used in the oversight process, data were collected through library research and documentation, observation, and in-depth interviews with a number of informants. The findings of the research are expected to contribute in the development of scientific study of governance on Legislative Oversight toward Implementation of Regional Budget Regulation, harmonious and balanced role, and relationship between men and women in The Local House of Representative, which also can be supported by proper model for oversight, and has a rule that can be guiding parliament in carrying out its functions.
