ABSTRACT
This research focuses on empowerment and family welfare activities to see the patriarchal values contained in it. It is analyzed further using the perspective of state ibuism to explain how patriarchal values manifest in various forms of activity. It takes part on constructing a woman’s figure as a mother in the community through the pressure of state power. The results of this study explain that patriarchal values in empowerment and family welfare activities manifest in three things, namely (1) the slogan in the 10 main family welfare programs and Five Duties of Women. (2) Various activities of the empowerment and family welfare which actually still imply patriarchal values in it, both in routine meetings (various information that confirms the role of women as mothers) and non-routine activities that also place women in a position to serve children, husbands, communities, and countries. (3) The position and status of women in empowerment and family welfare membership are determined based on the position of the husband in the community. The organization, under various attributes of patriarchal values, tends to make women as individuals who remain confirmed by their domestic role even though they are already in the public domain.
