ABSTRACT

Both formal and informal workers who were central in the history of industrial development and productions remain a vulnerable group in the corporate structure. Vulnerable laborers in Indonesia are the largest workforce. The workforce outnumbers the employment opportunity. This paper was written based on an ethnographic study of a work culture of 3 groups of construction workers in developing their vocational skills. The construction workers are a vulnerable group as they work without any written contract, and do not have any adequate social security considering the high-risk nature of their work. They are informal workers who work in the formal industry, and because of their employment structure, they do not have fair access to the industries they work for.
