ABSTRACT

Food security is an issue that will never be discussed because food is a sensitive issue and related to the livelihood of many people. Under Article 33 of the Constitution, the Government of Indonesia essentially has the legal basis to use its natural resources to the greatest prosperity of the people by regulating and issuing related policies. In the category of food security, Indonesian policy generally emphasizes food self-sufficiency programs more to achieve food security, which can be inferred from Law no. 18 of 2012 on Food. The Food Law stipulates that food imports can only be undertaken if local production is not sufficient to meet the needs of the Indonesian people’s consumption. Therefore, this article will discuss: (a) What are the direct influences of education, training and accompaniment on food security? (b) Can funding moderate education, training, and accompaniment on food security? Based on the results of the influence between variables, it can be seen that the total influence of total accompaniment and training variables are smaller compared to the direct influence between each variable but not for the education variable because it has a greater total value. Thus, it can be concluded that funding is not proven to be an intervening variable capable of mediating the effect of accompaniment and training on food security, but funding is capable of mediating the educational variables. Finally, this article offers two solutions that are more effective and efficient than the idea of food self-sufficiency to achieve the objectives of food security policy.
