ABSTRACT

This article analyzes the performance of tinplate’s main raw material procurement process using the SCOR 11.0 framework. This analysis is conducted at PT X Tbk, the only tinplate manufacturer in Indonesia. As competition becomes tighter due to the global steel overcapacity which affects Indonesia’s tinplate market (weakened by the dumping price issue from three countries: China, South Korea, and Taiwan), PT X Tbk keeps suffering financial injury despite Anti Dumping Import Duty (BMAD) having been applied since 2014. With tighter competition, PT X Tbk needs to excel in its supply chain performance, specifically in raw material procurement as the company fully relies on imports with a limited supply and a long lead time. Analysis is conducted using SCOR (Supply Chain Operations Reference) strategic metrics (reliability, responsiveness, and asset management efficiency), which all gave results below the stated targets. The results indicate that improper inventory management is the main factor causing poor performance.
