ABSTRACT

The purpose of this study is to study the existing policy in Bojonegoro District of incorporating local wisdom in Bojonegoro Regency. This can be done effectively in strong developing countries. Previously, Bojonegoro was faced with low public prosperity and high public doubt about the legislature. However, this has now changed. Since 2008, Bojonegoro has upgraded its organization rules to restore public confidence through Open Government execution.

This study of uniqueness will improve the thinking around the domestic principles of Open Government. The qualitative research here is also explorative. Data analysis is done by stages of data collection, categorization, searching for the relationship between the factors that have been identified, and then lastly drawing a conclusion. Data are collected in two categories: the primary data and the secondary data. The primary data is collected using in-depth interviews with the head of the region (bupati), authorized officials and the public. The secondary data is collected from related documents such as articles, books, websites, government reports, and Non-Governmental Organizations (NGOs). The results of this study are one of the first improvements to connect communities with administrative reforms by increasing local wisdom. Through public communication called ‘Public Dialog’ (which is local wisdom), Bojonegoro people can now communicate directly with the government at a ‘Sobo Pendopo’ hall. The dialog is broadcast live through public and private radio stations. Public dialog is considered to be the most effective platform for addressing issues in a participatory way. This allows the public to voice their complaints and aspirations, so that the government can directly appreciate them. The district government of Bojonegoro has decided to be more open as a way to allow the government to regulate policies.
