ABSTRACT
This chapter analyses a depiction of women as mothers and ECE workers based on two reports published by the World Bank’s Early Childhood Education and Development (ECED) projects. Using Michel Foucault’s discourse and Lynn Thiesmayer’s silence, I argue that women are referenced frequently, but they are eclipsed behind discourses on children.
