ABSTRACT

The relevance of the presented research is defined by the qualitative human resources increasing role in modern processes of the economy sustainable innovation-oriented development. The research is aimed at proposing ways to improve the human capital management system in the context of the economic development innovative orientation. Achieving the goal of the research required the solution of such problem tasks as systematization of conceptually new approaches to strategic management of economic systems; structural representation of the human capital characteristics system affecting the level of economic trajectories stability; justification and empirical verification of human capital increment strategy in the economic sustainable development management system. Novation of authors’ approach, first of all, is in justification and verification of the concept of four-sector human potential system as a resource of innovative economic growth as well as in a comprehensive study of the strategy of the human resource potential increment in order to convert it into incomes, which are the source of innovation-oriented modernization and increase the competitiveness of economic systems. Components (sectors) of the proposed model accordingly characterize the quality of the individual human capital, standard of living, quality of social sphere and environmental quality. As an adequate research tool for substantiating, diagnosing and monitoring the strategy of human resource potential increasing, the authors applied an economic-mathematical model that integrates the interrelated analytical procedures for the human potential integrated assessment, as well as econometric estimates of the potential innovation effect from the strategy aimed at improving the level of its institutional conversion into the factors of innovative growth. The features of the innovations’ reproductive functions of human resources are identified. The mechanism of rent on the human capital public expenditure and strategies of the human resources increment for economic systems’ sustainable innovation development are substantiated. The empirically verified regularity expressed in the fact that the increase of the human capital qualitative characteristics facilitated the growth of the innovative activity level of the economic subjects and the national economy is also revealed. The spatial heterogeneity of strategies for the human potential increment, revealed on the basis of clustering of the Russian Federation regions in terms of the economic development subjects’ innovative activity, makes it possible to strengthen the scientific and instrumental component of the system of managing innovation-sustainable development of the economy in dynamic and contradictory environmental conditions.
