ABSTRACT
The innovative component of the Russian economy is not stable in the existing business environment, and within the framework of the current legal regulation system it cannot reach the level of feasible self-maintenance. Many attempts made and approaches tried to solve the current situation resulted in fluctuating development of the Russian innovative sphere. The strategy of the Russian economic safety for the period until 2030 presumes as one of the key elements of such an economy small innovative enterprises, set up under state educational and scientific institutions to incorporate the results of intellectual activity of academic science in economic development. The initiative to form such enterprises dates back to 1988 and by now has undergone many revisions. Now this line is facing a challenge of one more transformation and needs a vector to provide conformity with other elements of an innovative economy, consecutive transition to self-maintenance and further on to extended reproduction.
