The way of dealing with water is also called the Fine Dutch Tradition. The Noordwaard is an area with a long tradition of living with water. The high water in the 1990s prompted the Dutch government to install various advisory water management committees. The most extensive and expensive measure in the Room for the River program was the project De-Poldering Noordwaard. The Netherlands is looking for a new relationship between technology, natural systems, and spatial design to be able to respond to the changing climate. The Room for the River Program Directorate offered practical assistance in various ways to support spatial quality initiatives and to ensure the coherence of the measures. The Q-team visited all measures at different points in the planning process and assessed their spatial quality. A good design needs a good planning process. The planning process had three phases: the planning study, the contract phase, and the implementation phase.
