Introduction To combat and prevent terrorism, an understanding of what constitutes terrorism in its many forms and how it manifests in those forms is needed. Understanding the etiology of terrorism can be difficult because people in power perceive the concept of terrorism in different ways. Terrorist activities and ideologies have symbolic meanings that establish points of view that differ from those held by radical extremist groups.
