Introduction Terrorism is not a new phenomenon; however, the attacks on September 11, 2001, have resulted in a ‘‘new normal’’ for the United States in the world today. American citizens are not free of the threat of terrorismwhether at home or abroad. The complexity of the threat calls for simultaneous development of strategies to safeguard citizens and to defeat

terrorists. This chapter briefly describes definitions, the changing nature of terrorism, religious-based terrorism, and responses that may be used to counter terrorism.
