ABSTRACT

This chapter attempts to report the latest discussions and political deeds on water security regarding the Metropolitan Region of Sao Paulo (MRSP), and considers that it is the largest metropolitan area in Latin America, the most densely occupied and economically developed area in Brazil. Sao Paulo is the most populated city in Latin America, reaching 21 million inhabitants when considering its metropolitan region. Provisioning safe water to the growing MRSP population may be especially challenging when considering that the reservoirs have been continuously reaching their operational capacity since 2013. Water security is closely related to water quality, which permeates the preservation of environmentally sensitive areas, sanitation, adequate housing, well-coordinated governance and environmental justice. Hardly, water availability has been put in the center of the problem probably due to its historical abundance. Hence, the author highlights the importance of looking into the water itself and the concepts of management and governance bound to it.
