ABSTRACT
Explored are two distinct water insecurities that impacted disenfranchised African American communities. One water catastrophe took place in the Pacific Northwest, in the 1940s; and the other occurred in the Midwest, in the 2010s. Revealed are the impacts that lead up to the event. Through tools of conflict analysis and approaches, these cases are assessed to gain perspective on how to mitigate such future environmental scenarios.
