ABSTRACT

Achieving long-term sustainability supports explosive growth in both the number of active spacecrafts and our knowledge of the debris population within the decade. As with the governance of other global sustainability issues, like climate change, various hurdles stand in the way of finding sufficient and satisfying answers to make our future sustainable. The concept of critical infrastructure resilience with respect to space threats is mainly focused on ground-based critical infrastructures. However, the New Space infrastructure has received attention as an emerging system, and is evolving as a new backbone system, the reliable operation of which is decisive for the society’s well-being and economic stability. The topic of large-scale space debris is undergoing very rapid and vigorous development, especially taking into account the consequences of the collision of two satellites in 2009 and the anti-satellite weapons tests in near space.
