ABSTRACT
Indonesia Open University (Universitas Terbuka) is a higher education institution that is spread out all over Indonesia. It is well known for its online learning method using UT Mobile Learning that contains materials and assessment from the lecturers. In this library study, the characteristics of Open University’s e-learning are reviewed and compared to the characteristics of e-learning in general by analyzing the current practices in connection with the theory. The findings showed that the university has been providing proper e-learning based on two main factors: its flexible access and credible sources. On the other hand, some improvements should be made in terms of the selection of materials and ways of establishing communication between the lecturers and students.
