ABSTRACT

According to Presidential Regulation No. 131 of 2015 (Presiden Republik Indonesia, 2015) concerning the Establishment of Underdeveloped Regions in 2015-2019, Bengkayang Regency is one of the underdeveloped districts that needs improvement and attention in various aspects of life, especially in terms of education as formulated by BPS (Central Bureau of Statistics) Bengkayang in 2018. Basic education is the basis of learning for students to continue their education, especially nowadays in the era of industrial revolution 4.0. This study was conducted at elementary school level in order to examine the impact of the process of knowledge transfer in the school in the industrial revolution 4.0 era and aims to find the factors that become obstacles of the knowledge transfer in the school. This study used a qualitative method with in-depth interviews and observations at X elementary school in Bengkayang as one of the underdeveloped districts. The results of this study show that the knowledge transfer process at X elementary school, which is located in a disadvantaged region, is indeed behind and does not reflect the achievement process towards education 4.0 that is promoted by the Indonesian government. One of the factors is elementary school teachers’ lack of capability to transfer tacit knowledge to the students, as well as the lack of explicit knowledge, infrastructure, and methods of learning.
