ABSTRACT

This chapter discusses the “territorial” aspect of the concept of competence and illustrates more precisely the emergence and organization of territorial competence management. In the context, the West Provence Employment Centre (WPEC) opted to build its own territorial competence management project to support transport and logistics in its territory. The West Provence Employment Centre operational team included a director and four project managers, responsible for project orientations and management. In 2014, the WPEC responded to a regional project bid, aimed at developing a tool for regional employment and competence planning. The corpus was analyzed for thematic content, drawing up a starting list of three main themes based on the conceptual framework and research questions: emergence of a collaborative plan formulation; construction of shared meaning about territorial competence management project in transport and logistics; and difficulties in plan formulation. The WPEC’s collaborative governance united project partners and facilitated the emergence of the action plan.
