ABSTRACT

Searching for new solutions for the improvement of occupational safety and health (OSH) management performance is strongly connected with conviction that both the quality of OSH management and the safety culture have great potential for the improvement of OSH at the enterprise level. This chapter presents examples of strategic approaches to OSH management, as well as applications of selected tools developed to support managers in this area. The application of the Balance Scorecard (BSC) method to OSH management as an assessing and diagnosing tool is described. It is also explained how the BSC may facilitate introduction of a process approach to OSH management, and the implementation of traditional preventive programmes, like behavioural-based safety (BBS) ones. Finally, this chapter presents the principles for making managerial trade-offs in the best possible way. The trade-offs are one of the central concepts in resilience engineering theory and are seen as one of the key factors to ensure safety and health in an organisation. Effective strategic management in the area of OSH and, consequently, an appropriate definition of values, and strategic and operational goals, is essential to make the best possible trade-offs in the resilient organisation.
