ABSTRACT

Most of enterprises in China have stepped on the Nolan-Stage IV: integration of information systems. The most dominant characteristic of Nolan-Stage IV is the rethinking of the role of the information resource in organizational goal achievement and it is an optimum opportunity of implementation of IRP (Information Resource Planning). In this effort, there are cases of successful and unsuccessful implementations. The paper takes an in-depth look at the issues behind the process of IRP implementation via a case study methodology. It focuses on business and technical as well as cultural issues at the heart of the IRP implementation. The case study also looks at the implementation time scales and assesses the benefits from the project both tangible and intangible. This paper examines key dimensions of IRP within a large enterprise organization and identifies core issues to confront in successful implementation of IRP. A brief overview of the current enterprise applications and information systems in Tianjin Port are also presented.
