ABSTRACT

ICT development has been found by numerous studies to have a positive impact on, or positive correlation with, economic growth, political fairness, and so on, so people have started paying attention to information asymmetry. Although there is not a uniform definition and related model about the Digital Divide, it is helpful to measure the success or failure of informatization policy, and plan for the future. Based on a review of existing models and work done by experts around the world, the paper proposes a new definition and a model for measuring the gap between information rich and poor as well as showing variations from one region to another. Then, recommendations for information construction in China are provided.
