ABSTRACT
Outsourcing development is the main model of information systems development, but there is issue of asymmetric information exists in the process of information systems outsourcing development. It will produce badly negative influence on the item of information systems outsourcing development which to be accomplished, assured the information systems development quality and enhanced the using benefit of cost. The quantity method for weighing the asymmetric information degree is put under the theory of principal - agent and the game method, which in the viewpoint of User to manage the outsourcing development of information systems in this paper. The asymmetric information game model of the outsourcing development is set up also between the user and outsourcing developer. The importance is testified through the model calculating to construct the increase input for getting more information of information system outsourcing development and introduce the mechanism of competition in the information systems outsourcing development.
